Colonel Engstrand has served in many leadership roles during his military career such as Battalion Operations officer, Medical Company Commander, Deputy Division Surgeon and Chief of Medical Operations to the Joint Surgeon of the National Guard Bureau. In 2009 as a Lieutenant Colonel he was deployed to Iraq as Deputy Division Surgeon with additional responsibility as the Senior Medical Liaison Officer for the Iraq Theater of Operations. In November 2010 he was transferred to the Army Reserve and in March 2011 was assigned to MEDCOM in Texas. In May 2011 he was promoted to full Colonel.

His family moved to the St. Louis, MO area after he completed first grade where he grew up, graduating high school in 1970. He attended Florida College from 1970-1974, receiving his A.A. degree in 1972 and his C.A. degree in Biblical Studies in 1974. Ralph M. Hall was born in Fate (Rockwall County), Texas, on May 3, 1923, attended the public schools in Rockwall and graduated from Rockwall High School. He joined the U.S. Navy on December 10, 1942, serving as a lieutenant (senior grade) aircraft carrier pilot from 1942 to 1945. Hall attended Texas Christian University, Fort Worth, in 1943; attended the University of Texas, Austin, 1946-1947, and received his LL.B. from Southern Methodist University, Dallas, in 1951. He was admitted to the Texas Bar in 1951 and maintained a private law practice in Rockwall for many years.
